Probation Period Clarification ☛	(i) നേരിട്ടുള്ള നിയമനം പബ്ലിക് സർവ്വീസ് കമ്മീഷൻ ട്രാൻസ്ഫർ നിയമനം നേരിട്ടുള്ള നിയമനം മുഖേനയുള്ള രീതിയായി പറഞ്ഞിട്ടുള്ള തസ്തികകളിലേക്കുള്ള വകുപ്പുതല ഒരു നിയമന പി. എസ്. സി. ഇതര ബൈട്രാൻസ്ഫർ നിയമനം എന്നീ നിയമന രീതികളിലൂടെ നിയമിതരാകുന്നവരുടെ (സ്റ്റേറ്റ് സർവ്വീസും, സബോർഡിനേറ്റ് സർവ്വീസും ഉൾപ്പെടെ) പ്രൊബേഷൻ കാലയളവ് തുടർച്ചയായ മൂന്ന് വർഷ കാലയളവിനുള്ളിൽ രണ്ട് വർഷമായിരിക്കും. (ii) നേരിട്ടുള്ള നിയമനം ഒരു നിയമന രീതിയല്ലാത്ത സ്റ്റേറ്റ് സർവ്വീസിലെ സെലക്ഷൻ തസ്തികകളിലേക്ക് ട്രാൻസ്ഫർ മുഖേന നിയമിതരാകുന്നവരുടെ, പ്രൊബേഷൻ കാലയളവ് തുടർച്ചയായ ഒരു വർഷത്തിനുള്ളിൽ ആറ് മാസകാലയളവായിരിക്കും. (iii) നേരിട്ടുള്ള നിയമനം ഒരു നിയമന രീതിയല്ലാത്ത സബോർഡിനേറ്റ് സർവ്വീസിലെ തസ്തികയിലേക്ക് ട്രാൻസ്ഫർ മുഖേന നിയമിത രാകുന്നവരുടെ പ്രൊബേഷൻ കാലയളവ് തുടർച്ചയായ രണ്ട് വർഷത്തിനുള്ളിൽ ഒരു വർഷകാലയളവായിരിക്കും. (iv) ഒരു തസ്തികയ്ക്ക് ഒന്നിലധികം നിയമനരീതികൾ വ്യവസ്ഥ ചെയ്തിരിക്കുകയും, സ്പെഷ്യൽ റൂൾ എക്സിക്യൂട്ടീവ് ഉത്തരവ് പ്രകാരം നേരിട്ടുള്ള നിയമനത്തിനായി ഒരു നിശ്ചിത റേഷ്യോ ശതമാനം നിഷ്കർഷിച്ചിരിക്കുകയും ചെയ്തിട്ടുള്ള സാഹചര്യത്തിൽ മാത്രം നേരിട്ടുള്ള നിയമനം പ്രസ്തുത തസ്തികയിലേക്കുള്ള ഒരു നിയമന രീതിയായി കണക്കാക്കിയാൽ മതിയാവുന്നതാണ്. പ്രൊമോഷൻ ബൈട്രാൻസ്ഫർ നിയമനത്തിന് യോഗ്യരായവരുടെ അഭാവത്തിൽ സ്വീകരിക്കേണ്ട ബദൽ നിയമന രീതിയായി മാത്രം നേരിട്ടുള്ള നിയമനം നിർദ്ദേശിച്ചിരിക്കുന്ന ഒരു തസ്തികയിലേക്കുള്ള ട്രാൻസ്ഫർ നിയമനത്തിന്റെ കാര്യത്തിൽ പാഷൻ കാലയളവ് സംബന്ധിച്ച് മേൽ ഖണ്ഡികകൾ (ii), (iii) പ്രകാരമുള്ള വ്യവസ്ഥകൾ ബാധകമായിരിക്കും. (v) സ്പെഷ്യൽ റൂൾസ് എക്സിക്യൂട്ടീവ് ഉത്തരവുപ്രകാരം നേരിട്ടുള്ള നിയമനം ഒരു നിയമന രീതി യായി പറഞ്ഞിട്ടുണ്ടെങ്കിലും ഇല്ലെങ്കിലും സ്റ്റേറ്റ് സർവ്വീസിലെ സെലക്ഷൻ തസ്തികയിലേക്ക് പ്രൊമോഷൻ മുഖേന നിയമിതരാകുന്ന വരുടെ പാഷൻ കാലയളവ് തുടർച്ചയായ ഒരു വർഷത്തിനുള്ളിൽ ആറുമാസവും സബോർഡിനേറ്റ് സർവ്വീസിലെ തസ്തികയിലേക്ക് പ്രൊമോഷൻ മുഖന് നിയമിതരാകുന്നവരുടെ പാഷൻ കാലയളവ് തുടർച്ചയായ രണ്ട് വർഷത്തിനുള്ളിൽ ഒരു വർഷവുമായിരിക്കും.
